Drinking Water RTCR and Colorado Initiatives Rulemaking

Revised Total Coliform Rule and Colorado Initiatives Rulemaking – Colorado Primary Drinking Water Regulations

 

EPA promulgated the Revised Total Coliform Rule (RTCR) in February 2013. The Colorado Safe Drinking Water Program (Program) will adopt the Revised Total Coliform Rule in order to maintain primary enforcement authority of the Colorado Primary Drinking Water Regulations (Regulations). Primacy agencies must adopt the provisions of the RTCR no later than February 2015 and those provisions become effective April 1, 2016. The Program recognizes the opportunity rulemakings bring to address additional issues with the Colorado Primary Drinking Water Regulations (CPDWR) and wishes to capitalize on the opportunity the required RTCR rulemaking will bring.

 

Since the RTCR affects all public water systems in the state, the entire regulated community will be asked to participate as stakeholders. As a result, the Program has the opportunity to make revisions to improve other rules or add other provisions not currently covered by the Regulations since all interested stakeholder groups will have the opportunity to participate in the stakeholder process. The Program plans to address the following issues in this rulemaking:

  • RTCR
  • Storage Tanks
  • Water Haulers
  • Cross-connection Control Rule
  • Distribution System Residual disinfectant
  • Log Inactivation Calculations for Surface Water Systems
  • Various other clean up and clarifying changes
 

The rulemaking is scheduled with the Water Quality Control Commission for January 12, 2015. The stakeholder process will begin in January 2014 to introduce the concepts that the Program plans to cover in this rulemaking.

The Safe Drinking Water Program began the stakeholder process for the revised total coliform rule (RTCR) and Colorado initiatives rulemaking in January 2014. At these meetings the Division presented the concepts to be covered by this rulemaking and provided opportunities for stakeholders to give their input. We appreciate your participation!

The Safe Drinking Water Program hosted Stakeholder Advisory Group concept meetings for the revised total coliform rule and Colorado initiatives rulemaking in February 2014. Each meeting focused on an individual component of the rulemaking, as outlined below. At these meetings we presented the concepts to be covered by this rulemaking and provided opportunities for stakeholders to give their input. You can find the results of these discussions below. Each meeting will focus on an individual component of the rulemaking, as outlined below. For each component we will present the proposed draft language and provide opportunities for stakeholders to give their input. These meetings will be held at CDPHE and will also use conference calls and webinars.
 
All meetings will be held at CDPHE’s Cherry Creek Campus (4300 Cherry Creek Drive South, Denver, CO 80246) in room C1E. You can access C1E without going through our security desk. C1E is located in our C building (710 S. Ash St.) at the southeast entrance. Once you enter the building, there will be a set of glass doors on your left, after entering the glass doors, the room will be immediately on your right. Please park in designated visitor parking. If you have trouble finding the room, please contact our administrative assistant at 303-692-3556.
