Colorado Immunization Information System (CIIS)


Electronic immunization reporting provides advantages to providers other than Meaningful Use attestation, including improved efficiency due to reduced manual entry and increased timeliness and completeness of reporting.

Electronic Immunization Reporting On-boarding Process:




Step Name





Eligible hospital and providers wishing to on-board for electronic immunization reporting  must register their intent to attest by completing the Meaningful Use Registration Form. Or, if providers are wishing to on-board but not attest for Meaningful Use, they should declare their intent via email to cdphe.ciis@state.co.us


Testing Preparation

The on-boarding providers should review the CIIS Health Level 7 (HL7) Interface Test File Guidelines pdf file that will be used to validate test messages using a standard tool, once submitted to CDPHE.


In Queue

If the provider is ready to submit on-going immunization data, but CDPHE is not prepared to perform the validation, the provider may be placed on a wait-list for on-going submission and validation.  Facilities placed in the queue can attest for Meaningful Use Stage 2, if that is their goal.


Initial Submission

Once CDPHE has reached you in the queue and your agency is ready to generate messages with the required standards, CDPHE will request the site to send a test message using one of the secure methods. This HL7 message will be validated by CDPHE.



Once you have generated a file for data validation based on CIIS-specified parameters you will be asked to pull requested hardcopy patient records (Approx. 40/site) and submit them to CIIS for data validation. CIIS staff will perform a review of submitted data and communicate any issues back to the provider and work together to resolve any identified issues. Providers must achieve an accuracy rate ≥95% in order to go live.


Production & On-going Validation

Once CDPHE is satisfied that your data meets the standard of accuracy, we will move your interface into production. 

Note: On-boarding facilities should give themselves 9 – 12 months to complete this process.

Messaging and Vocabulary Standards:

Standards for new interfaces are the same as Meaningful Use Stage 2 requirements:

HL7 2.5.1 or 2.3.1


*Note: Stage 1 Meaningful Use supports HL7 Versions 2.3.1 and 2.5.1. However, new interface implementations beginning under Stage 2 will require HL7 Version 2.5.1
