Diesel Fleet Self-Certification

The Heavy-Duty Diesel Emissions Testing Alternative Act (effective January 1, 2014) allows fleets of nine (9) or more heavy-duty (over 14,000 pounds GVWR) diesel-powered vehicles to self-certify their emissions compliance. The Mobile Sources program provides training and certification for these fleets. 
 
 

Instructions for Electronic Fleet Vehicle Inventory:

 
Please read and follow these instructions carefully, as skipping or modifying any of these steps can lead to data errors. It may help to print out this page so that other pop-up windows don't obscure these instructions.

Begin by downloading and installing the required files on your computer:

 
 
 
 
Instructions for entering fleet data: 
 
  1. To run the program, open Windows Explorer
    (i.e., the file manager for your computer, and not any web browsers),
    navigate to your C: drive, open the "DFSCP" folder,
    and then double-click on the "DFSCPFleetVehicleInventory" application.
    A green pop-up window should appear.

  2. Click on the white "Add vehicle to inventory" button in the upper-left of the window.
    The background of the required fields will change to white.


  3. Begin entering the appropriate information for each vehicle in your fleet
    (you can hover your mouse over some fields to find more information about what to enter in that field):

    • Fleet Number 
      (you only have to enter this 4-digit number the first time;
       it will appear automatically each time you add another vehicle)

    • Fleet Name
      (you only have to enter this the first time;
       it will appear automatically each time you add another vehicle)

    • Date - click in this field to default to Today's Date

    • VIN - Enter the Vehicle Identification Number in the correct format
      (if you enter the VIN in a different format, then a pop-up window will appear asking to verify it)

    • Vehicle Year - Once you enter a valid VIN, then the vehicle's model year will appear automatically

    • Vehicle Make - choose the Make from the drop-down list

    • Vehicle Type - Enter the vehicle type (Truck, Trailer, etc.)

    • GVWR - Enter the Gross Vehicle Weight Rating
      (in pounds, which must be a number between 14,001 and 999,999)

    • Unit Number

    • License Plate Number
      NOTE: If the vehicle has no license plate, then enter "XX" and the last five (5) digits of the VIN


    • State - select the vehicle's state of registration from the drop-down list

    • Test Type - Depending on the Vehicle Year you entered,
      this field will already be filled in with one of the following:
      EXEMPLARY MAINTENANCE
      EXEMPT
      OPACITY

    • Test Scheduled This Year - Depending on the Vehicle Year you entered,
      this field will already be filled in wth YES or NO


  4. When you are finished entering all of the required information for a specific vehicle, the blue "Save" button will appear in the lower-right corner of the window. Click on the "Save" button to save this data in the "FleetVehicleInventory" text file in your "DFSCP" folder. 


  5. Repeat Steps 1 through 4 for each vehicle in your fleet.

    PLEASE NOTE: You only need to enter all information for each vehicle the first time. Future reporting will only require editing of existing vehicle information (e.g., new license plate numbers, etc.), and should take much less time to complete.


  6. To remove a specific vehicle from your inventory list,
    click on the red "Remove vehicle from inventory" button,
    enter the VIN in the pop-up window that appears,
    and then click on the "OK" button.


  7. OPTIONAL: If you have Microsoft Excel on your computer,
    then you can click on the green "Export to Excel" button near the upper-right corner
    to export information you've already entered to a copy of the
    "FleetVehicleInventory" spreadsheet in your "DFSCP" folder.

    PLEASE NOTE: This spreadsheet would be for your own internal use,
    and is not a means for exporting your fleet information to CDPHE.
    Please do not mail any printed fleet information to CDPHE.


  8. The gray "Annual Update of vehicle inventory" button is not yet operational.


  9. When you have entered all of your fleet information,
    send the "FleetVehicleInventory" text (.TXT) file as an attachment
    in an e-mail message to cdphe_xmprogram@state.co.us
    (Be sure to include the underscore in this address:  cdphe_xmprogram@state.co.us)

    PLEASE NOTE: Only attach the "FleetVehicleInventory" text file to this message, and do not attach any Excel spreadsheet or other files.
