General permits offer a streamlined approach to air emissions permitting and are currently available for land development activities and for certain oil and gas operations.
During the permitting process, source operators complete an Air Pollutant Emission Notice (APEN). On the APEN form, operators may choose to apply for a general permit. Sources that can meet the criteria of emissions limitations and other operating conditions may qualify for a general permit.
When the general permit is not applicable or does not meet the unique needs of a facility, an individual permit is issued through the traditional construction permit process.

This general permit is for natural gas fired RICE engines for the oil and natural gas operators only
As of January 1, 2014, the Colorado Air Pollution Control Division no longer accepts blank APENs. Additional fees will apply if an APEN is submitted without the necessary information. An application with missing information may result in longer processing times. Please note that all APEN submissions should be completed using forms currently supplied by the Division (see Reg. 3, Part A, Section II.A).
