Colorado Department of Human Services

Personal Responsibility Education Program Grant

What is PREP?

The Personal Responsibility Education Program (PREP) is designed to educate youth on evidence-based strategies that are proven to help reduce the risk of unintended pregnancy and sexually transmitted infections (STIs). Colorado Department of Human Services (CDHS) received Federal funding in 2010 to implement PREP. Through a competitive selection process, CDHS awarded funding to three communities: City and County of Denver Department of Human Services, Garfield County Department of Human Services, and Huerfano County Department of Social Services.

Why PREP?

The federal government, through PREP funding, seeks to provide comprehensive, evidence-based sexual health education programs across the country. Comprehensive sexual health education is important, because research has shown that it helps youth:

  • Delay the initiation of sex (abstain)
  • Reduce the frequency of sex
  • Reduce the number of new partners
  • Reduce the incidence of unprotected sex

What is our approach?

Colorado PREP combines comprehensive sex ed/program delivery with community and youth engagement efforts, giving us a unique opportunity to build on what’s working and create more sustainable, effective programs to support young people. Additionally, this funding gives Colorado the chance to coordinate initiatives and build upon state law (Colorado’s Healthy Youth Act), the state academic content standards for comprehensive health, and a variety of local initiatives addressing sexual health.

Funded communities utilize a strengths-based approach (Getting to Outcomes) to develop and implement programming for youth that enable them to make responsible decisions that lead to safe and healthy lives. The PREP project is fortunate to have access to a plethora of knowledge and experience from members of the Colorado Youth Sexual Health Team. This team, comprised of representatives from Department of Education, Department of Public Health & Environment, Health Care Policy & Finance, and other stakeholders, is a collaborative work group charged with coordinating and implementing statewide comprehensive, evidence-based adolescent sexual health efforts. The PREP project is further supported by the work of Primetime Research & Evaluation that provides direct evaluation support to the project.

Together, we work to integrate our work in order to provide youth with the education and skills they need to make informed, healthy decisions for themselves!
