The chairman, Representative Riesberg, called the meeting to order.

Ms. Jennifer Moe and Mr. Bo Pogue, Legislative Council Staff, presented an overview of the capital construction and controlled maintenance requests for FY 2007-08 and out-year needs. Committee members received the FY 2007-08 capital construction requests, prepared by Legislative Council Staff (Attachment B), the FY 2007-08 capital construction projects request from the Governor's Office of State Planning and Budgeting (OSPB) (Attachment C), the Colorado Commission on Higher Education's (CCHE) priority recommendations for state funded new and continuation projects for FY 2007-08 (Attachment D), the capital construction five-year plan, prepared by Legislative Council Staff (Attachment E), and the capital construction requests organized by project type for FY 2007-08, prepared by Legislative Council Staff, (Attachment F). They informed the committee that there are 257 capital construction and controlled maintenance projects totaling $865.7 million for FY 2007-08. Mr. Pogue began by referencing a memorandum prepared by staff that summarized the capital construction and controlled maintenance requests (Attachment A). Ms. Moe clarified the total request for higher education and spoke to the prioritization offered by OSPB. Ms. Moe explained that this recommendation did not divide level two controlled maintenance funding, but that some project funding had changed. She spoke to the specific project changes by the new administration that totaled $400,000 less than the request from the previous administration. Ms. Moe addressed question from the committee regarding the history and prioritization of the Fort Lewis Berndt Hall project and budget amendments recommended by OSPB.

Senator Isgar addressed the committee and spoke to the needs of the Fort Lewis, Berndt Hall project. He explained that it has been a priority for several years and that funding was vetoed in the previous year.

Ms. Moe addressed questions from the committee regarding funding changes for the University of Colorado-Colorado Springs Engineering/Science Building project, the Fitzsimons Trust Fund, and a potential transfer from the General Fund to the Capital Construction Fund.

Mr. Pogue spoke about the five-year projection of capital construction and controlled maintenance needs and, the types of capital requests for FY 2007-08 thru FY 2011-12. He explained the five-year outlook of state-funded capital requests. Mr. Pogue and Ms. Moe responded to questions from the committee regarding the five-year requests for the Department of Corrections. Ms. Moe noted the out-year costs of OSPB and CCHE for state-funded recommendations for FY 2007-08. Ms. Moe spoke to the process of prioritization for CCHE and OSPB, and explained the prioritization of projects from OSPB. She talked the committee through Attachments B-F , and addressed questions regarding the attachments.
