Fertilizer Tonnage Guidance Line Instructions for print

Tonnage is due on commercial fertilizers, soil conditioners and plant amendments registered by your firm and distributed in Colorado during the preceding twelve months.  All such product must be reported, even if only the $50 minimum tonnage fee is due.  Enter product quantities line by line on pages two and three, then enter the sums on the affidavit, page one.

Commercial Fertilizer Tonnage Distribution Report (pp. 2-3)

Enter tonnage on each line.  Circle dry or liquid as appropriate.  Enter tonnage for either ingredients used to manufacture mixed fertilizers in sections A-D, or for mixed fertilizers in section F and/or G.  Do not report the same material in both places.

Sections A-D

Enter the total number of tons distributed in Colorado in the “Total Tons” column.  Enter the same number of tons in the “Total Tons with Fees Due from Your Company” column, unless another firm is paying fees on some or all of the material reported under “Total Tons.”

If your firm has an agreement with another firm to pay fees on some or all of the tons in the “Total Tons” column, enter the tons on which the other firm is paying in the “Tons with Fees Paid by Other Companies” column, and the tons on which your firm is paying in the “Total Tons with Fees Due from Your Company” column.  The amounts in the “Tons with Fees Paid by Other Companies” and “Tons with Fees Due from Your Company” columns must equal the amount in the “Total Tons” column for each line.  Also note in Section I the firm paying fees on product reported in the “Tons with Fees Paid by Other Companies” column.  Include in Section I the firm name, product description and tons to be paid by that firm.

Section E

Enter soil conditioners and plant amendments sold in bulk or in packages of greater than ten pounds in Section E.

Enter quantities in the appropriate column as described in the instructions above for Sections A-D.  Note any product reported in the “Tons with Fees Paid by Other Companies” in Section I as described above.

Sections F & G

Enter tonnage for mixed fertilizers sold in bulk or in packages over ten pounds in section F or G, as appropriate.  Enter tonnage for either ingredients used to manufacture mixed fertilizers in sections A-D, or for mixed fertilizers in section F and/or G, but do not report the same material in both places.

Enter quantities in the appropriate column as described in the instructions above for Sections A-D.  Note any product reported in the “Tons with Fees Paid by Other Companies” in Section I as described above.

Section H

Enter specialty (non-farm use) fertilizers, soil conditioners and plant amendments sold in packages of ten pounds or less in Section H.  Enter quantities in pounds.

Enter quantities in the appropriate column as described in the instructions above for Sections A-D.  Note any product reported in the “Tons with Fees Paid by Other Companies” in Section I as described above.

Section I

Include any firm paying fees on tons or pounds of product registered by the firm named at the top of the form.  Include each firm name, the product and the tons involved.  All quantities listed in the “Tons with fees paid by other companies” column must be accounted for.

If you are paying tonnage or pound fees on product registered by another firm, note the firm for which you are paying, the report line and the tons/pounds being paid on.  Example:  “Fees paid for 100 tons of urea registered by Firm ABC.”

Commercial Fertilizer Affidavit (p. 1)

Zero Tonnage

Check this box only if no fertilizer, soil conditioner or plant amendments were sold or distributed in Colorado during the calendar year covered.  The minimum $50 fee is due even if you are reporting zero tonnage sold.

Code 414 Total Fertilizer Products (A, B, C, D, F, G)

Total fertilizer tonnage fees paid.  Sum up all quantities in the “Total tons with fees due from your company” column for sections A, B, C, D, F & G and enter this amount on the code 414 line on the affidavit (page one).  Calculate the tonnage fee for this quantity and enter the dollar amount on the code 414 line.

Code 415 Total Specialty Fertilizers (H)

Total specialty fertilizer tonnage fees paid.  Sum up the pound quantities in section H and enter this quantity on the code 415 line.  Calculate the tonnage fee for this quantity and enter the dollar amount on the code 415 line.

Code 413 Total Soil/Plant Amendments (E)

Total soil/plant amendment tonnage fees paid.  Sum up the ton quantities in section E and enter this quantity on the code 413 line.  Calculate the tonnage fee for this quantity and enter the dollar amount on the code 413 line.

Code 419 Minimum Tonnage Fee

If the dollar amounts for the above three lines (codes 414, 415 & 413) sum to less than $50, enter $50, the minimum fee, on the code 419 line.  If no product was distributed in Colorado for the calendar year covered by the report, check the zero tonnage box above and enter $100 on the code 419 line.  In either case, pay the $50 minimum tonnage fee.

Code 417 Total Late Penalty Fee & Minimum Late Penalty Fee

If post-marked after February 15, enter 10% of fees due, or $50, whichever is greater.

Total Tonnage & Late Penalty Fees Due

Enter the sum of the fees and late fees from above.
