CollegeInvest is a not-for-profit Division of the Colorado Department of Higher Education. It was started for the express purpose of helping Colorado students and their families afford higher education. CollegeInvest offers a student loan program, a prepaid tuition program, a scholarship program, and a 529 college savings program, and maintains separate funds for all these programs. The prepaid tuition fund was established to provide families with an opportunity to pay now for future college education expenses. These payments are invested so that it can provide the future benefits. These funds remain in the custody of the Department of Treasury but since 2004, the board of CollegeInvest has had sole authority to make investment decisions. CollegeInvest also issues bonds to help provide student loans and other financial aid to students. At the end of Fiscal Year 2006 about $1.2 billion was outstanding in these bonds.
