In March 2007 the Governor signed an executive order creating a transportation finance and implementation panel. Treasurer Kennedy was appointed one of the co-chairs of that committee. The stated mission of that blue ribbon panel is, "To bring together a broad range of stakeholders to identify long term sustainable transportation programs and funding options for a 21st Century multimodal transportation system to support a vibrant economy and quality of life." In November the panel released its recommendations to the Governor.
