Purchasing Procedures


Goods under $10,000.00 and services under $25,000.00 do not have to be bid. However, the Purchasing Agent must use professional judgment to insure that the CSP is receiving maximum value for money spent.


Goods costing between $10,000.00 and $150,000.00 and services costing between $25,000.00 and $150,000.00 must be competitively bid by securing Documented Quotes through State of CO BIDS. The lowest bid for acceptable goods or services, delivery and terms considered, generally determines the award.


All purchases over $150,000.00 shall be processed by obtaining competitive sealed bids or proposals through State of CO BIDS. Invitations for Bid (IFB) allows vendors at least 14 calendar days to respond. The determining factor for an IFB is cost alone after specifications are met. Requests for Proposal (RFP) require a minimum 30 days of posting and for vendors to respond. All evaluation factors, including cost, will be given a weighted value. Based on the evaluations, the vendor with the most advantageous proposal will be awarded the contract. Vendors are invited to any and all ‘sealed bid’ openings in which they are involved.
