Purchasing
Cigarettes purchased in Colorado for personal consumption must have a Colorado cigarette stamp on them. The Department of Revenue will confiscate (seize) contraband cigarettes.
The following cigarettes are contraband (illegal):

Cigarettes sold in Colorado that are stamped with another state or nation's stamps;

Cigarettes that are marked for use outside the U.S.;

Unstamped cigarettes; and

Cigarettes sold in Colorado but not certified by the Attorney General's office.

Cigarettes that do not meet the specified standards for reduced ignition propensity (fire-safe).
Any unstamped cigarettes, either purchased or possessed, will be assessed a penalty of 25 cents per cigarette. It is legal to have up to ten cartons of cigarettes purchased in another country for personal consumption.
