Plug-in Electric Motor Vehicle Letter

The Department of Revenue’s Division of Motor Vehicles needed to obtain the information on plug-in electric vehicles in order to distribute decals before the effective date of the law on January 1, 2014. Delaying the request for information would have placed owners of plug-in vehicles at risk when utilizing plug-in stations after January 1, 2014 when they would be in violation of law for not having a visible decal required by the new law. Due to manufacturers not identifying plug-in electric vehicles in their Vehicle Identification Number or VIN and individual customers modifying existing vehicles to plug-in electric, the DMV has no way of determining which vehicles in the database are plug-in electric.

How may this affect you?

- Owners may contact the Division of Motor Vehicles Title and Registration Sections or visit their county about the letter. Owners are encouraged to read HB13-1110. Owners are instructed to follow the directions on the letter. The Title and Registration Sections can assist owners with questions regarding the letter at 303-205-5608

- Owner may contact their county of residence to correct their fuel type and address - In order to correct the fuel type the owner will need to complete the Title Correction Process to get the title to the correct fuel type with their County of Residence. Please note that this may require some owners to pass emission testing before the correction process can be completed. Owner should still complete the declaration and mail it to the address on the letter.

- There is a $50 annual fee for owners of electric plug-in vehicles. This fees is broken into two funds, $30 goes to the Highway Users Tax Fund and $20 to the Electric Vehicle Grant Fund which provides grants to local governments to install recharging stations for electric vehicles.

- Electric Vehicle Decal - once an owner declares their vehicle as Plug-In Electric an Electric Vehicle Decal will be provided to them before January 1, 2014. This decal will allow owners to utilize public plug in stations. If they have not received the decal before their registration expires they will need to contact the Title and Registration Sections at 303-205-5608.

The Title and Registration Sections has also created a reference document regarding HB 13-1110.
