Low Speed Electric Vehicle

Senate Bill 09-075 eliminated the definition of Neighborhood Electric Vehicle replacing it with Low Speed Electric Vehicles.

C.R.S. 42-1-102(48.6) defines Low Speed Electric Vehicle as a vehicle that:

  1. Is self-propelled utilizing electricity as its primary propulsion method;
  2. Has at least three wheels in contact with the ground;
  3. Does not use handlebars to steer; and
  4. Exhibits the manufacturer's compliance with 49 CFR 565 or displays a seventeen-character vehicle identification number as provided in 49 CFR 565.

The definition of Motor Vehicle has been amended with SB09-075 to include Low Speed Electric Vehicles.  As a result all Low-Speed Electric Vehicles shall be titled and registered as Tax Class C vehicles.  All ownership, titling and registration requirements and taxes and fees that apply to Tax Class C vehicles as detailed in Title 42 of the Colorado Revised Statute shall apply.  Low Speed Electric Vehicles will be plated with the standard green and white passenger license plates and are required to display current year and month validating tabs.

It is a Class B Traffic Infraction to operate a Low Speed Electric Vehicle that does not conform with applicable federal manufacturing equipment standards.  It is recommended that all Low Speed Electric Vehicle owners/operators read Senate Bill 09-075  to understand Low Speed Electric Vehicle operating and usage restrictions, equipment standards, safety standards and other useful information that may apply to Low Speed Electric Vehicles.
