If you cannot provide the required documents on the Identification Requirements Chart at a driver's license office for an instruction permit or driver's license, you may be eligible for a Dossier Application at the Investigations Unit. To be eligible for a Dossier Application, you must meet the following requirements:

1. You must have obtained a Colorado instruction permit, driver's license, or identification (ID) card since 1995.
2. Your motor vehicle record must show that proof of lawful presence has been shown:

Certified birth certificate issued by a U.S. state, territory, county, New York City's boroughs, or Washington DC. Other city or hospital issued birth certificates are NOT acceptable.
- U.S.Department of State (DOS) Consular Report of Birth (FS-240) for U.S. citizens born abroad.
- Valid immigration document demonstrating lawful presence and verified through the Systematic Alien Verification for Entitlements (SAVE) Program, administered by the U.S. Citizenship and Immigration Service (USCIS) of the Department of Homeland Security, and noted on the record by the DMV SAVE Verification Investigator. Dossier processing will not be approved if the permit, driver's license, or ID card on the record has expired beyond the end-of-stay date as indicated on previously submitted immigration documents. Documents issued with dossier application approval will be valid only until the SAVE approved expiration date.
- Valid U.S. military ID including active duty, dependent, retired, reserve, and National Guard.
- Tribal identification card issued by U.S. Dept of the Interiors Bureau of Indian Affairs recognized American Indian Tribes. Certified court order of adoption including your date of birth.
- U.S. Passport
3. Requests for Dossier Applications on records with fraudulent activity will be declined.
4. You must sign a Verification of Identification Statement including acknowledgement that a Dossier Application is a one-time option. You must obtain the necessary identification required for a future Colorado document while you have the photo identification.
5. A $20.00 Dossier Processing fee, which doesn't include the cost of the instruction permit or driver's license, must be paid in cash at the time of your appointment.
