The Procurement Unit handles acquisition of goods and services for OIT, establishes IT enterprise agreements and sets policies and develops procedures for IT procurements for Executive Branch agencies.The OIT Procurement team's primary goal is to assist in maximizing the effectiveness of the Colorado State Government's significant information technology investment. Indeed, the OIT Procurement program is a key element in meeting the intent of C.R.S. § 24-37.5-101 et seq. which states, in part: “Agencies independently acquire uncoordinated and duplicative information resource technologies that are more appropriately acquired as part of a coordinated effort for maximum cost effectiveness and use.” OIT is charged with coordinating the effort to consolidate IT procurements and has been statutorily directed to:

The Procurement Unit is led by Thirza Kennedy. Thirza was the Procurement Program Manager for the Department of Personnel & Administration's State Purchasing Office. She has also worked as a purchasing agent/contractor at the Department of Labor and Employment and as the administrative services manager, purchasing agent, and grant monitor at the Governor's Job Training Office.
