Implementation
Senate Bill 08-155, which was signed into law by Governor Bill Ritter in May 2007, centralized the management of state information technology (IT) under the Governor's Office of Information Technology (OIT). To meet the intent and goal of SB08-155, a number of efforts are underway to begin the process of realigning IT from a series of distributed, independent functions to a centrally managed enterprise function. Dozens of projects are active with more forthcoming. In order to ensure success and coordination among the projects, a strong governance structure to manage resources and interfaces between the projects is required. The governance framework developed by the Consolidation Advisory Team for the consolidation plan utilizes a matrix structure of functional leadership, project management, and OIT leadership. The role of this structure is to oversee and recommend the initiation of new consolidation projects, oversee the execution and successful implementation of projects within each band, ensure alignment across projects and across functional areas, and communicate progress and status throughout the enterprise. This structure is depicted in the following graphic.
The Consolidation Governance framework is in place and will be utilized for all projects that are categorized as consolidation related projects. Consolidation projects are defined as impacting more than one agency, having an enterprise impact, or are deemed a consolidation project by the Leadership Oversight Committee. This framework will evolve as the organization matures and will eventually be replaced by a more traditional organizational structure when consolidation activities are complete.
The OIT Consolidation project supporting SB08-155 is one of the largest, most complex efforts undertaken by the state. This effort impacts technology, budget, procurement and human resources and agency business staff in a myriad of ways. The Consolidation Governance Structure is the "glue" which will provide a comprehensive, quantitative capability to implementing and managing this effort.
