FMS Reprocurement

Consumer Directed Attendant Support Services (CDASS) Rebid Information


The Department of Health Care Policy and Financing (Department) is beginning the process to rebid the Financial Management Services (FMS) contract for the CDASS service delivery option in 2014 and we are interested in hearing your ideas.


Background:  CDASS is a service delivery option under specific Home and Community Based Services waivers.  Medicaid funds are allocated for participant management of attendant services.  Attendants under the CDASS service delivery option are employed by the CDASS participant.  The FMS Contractor performs criminal background checks on attendants and provides various programmatic support services such as personnel and accounting services and skills training.  The contract utilizes a per-member-per-month (PMPM) payment methodology.


To develop the best services possible, all ideas are needed.  The Department may not be able to use every idea in the new contract, but all ideas will be reviewed and considered.  When providing feedback, please also think about the following questions:

  1. What additional online support provided by the FMS contractor would be beneficial to CDASS participants, authorized representatives and case manager?
  2. What types of training or support would be beneficial to CDASS participants, authorized representatives and case managers.  Additionally, consider the methods by which the training might be delivered (e.g., web-based, technical guides, other).
  3. What Customer Service improvements might the Department require of the FMS contractor?
  4. What process improvements would you recommend to key aspects of FMS performance (e.g., attendant hiring or communications)?
  5. What person-centered processes might the FMS contractor employ?


The deadline for sending your feedback is Friday, June 14, 2013.  This is the first of several opportunities to participate in the design process.

  • All ideas about the RFP must be received no later than Friday, June 14, 2013 at 5:00 pm MDT.


At the end of the stakeholder input period, the Department will publish a summary of the input received.  A link to this information will be available on this page by approximately mid-July.


Estimated Timeline for the RFP Process

  • Publication of the final RFP for bidders - Spring of State Fiscal Year 2013-14.
  • The RFP will be published on the Colorado Bid Information and Distribution System (BIDS website.  Interested bidders must register at to get a copy of the RFP and to respond to the RFP. 
  • Contractor selection and contract negotiation - Summer 2013 - Fall 2014.  The new contract is expected to begin on December 1, 2014.
