The RFP will be made available solely on the State of Colorado's Bid Information and Distribution System (BIDS) website. The RFPs will not be available on the Department (the Accountable Care Collaborative) website and will not be provided in any other manner than on the BIDS website.
Interested parties must register on the BIDS website in order to respond to the RFPs. Please continue to check the BIDS website for the posting of the RFPs. Regional Provider Data
The file below contains utilization and reimbursement data for all provider types in each RCCO Region. The data reflect claims paid between 7-1-2007 and 8-3-2010. Additional information will be made available through the Regional Care Coordination Organization RFP that will be posted on the State BIDS website this week.

The Department has received a large number of questions and requests for information regarding the Accountable Care Collaborative Program and the timing on the posting of the Requests for Proposal (RFPs). Since the last update in May, 2010, the Department has been steadily progressing with plans for implementation of the Accountable Care Collaborative (ACC). The ACC is on track for implementation in early 2011. The RFPs for both the Statewide Data & Analytics Contractor (SDAC) and the seven (7) Regional Care Coordination Organizations (RCCO) are being finalized. The Department expects to post one of the RFPs before the end of this month.

Since the last update on February 1, 2010, the Department has been progressing with plans for implementation of the Accountable Care Collaborative (ACC). This update is to inform and expand upon the most recent developments of interest.
Project Implementation
The State JBC finalized FY 2011 budget numbers in March. As a result of those discussions the start date for the ACC program was reset from November, 2010, to January, 2011, with adjustments made to the Program’s budget accordingly.
SDAC RFP
The RFP for the Statewide Data & Analytics Contractor (SDAC) is in late-stage revision and review phases of the project. An outside consultant has been secured to draft the final document for review by the Department committee members, with the goal of publishing the RFP on the State’s BIDS early summer 2010.
Simultaneously, work is under way to establish the Department’s review team and protocols to handle the estimated hundreds of vendor RFP inquiries that may be received upon posting of the SDAC RFP. A critical response command center is being planned to facilitate this process and to provide potential vendors with thoughtful and complete responses to these inquires.
Currently, the timeline calls for an SDAC RFP due date in early August, with an award finalized by late October/early November.
SDAC Implementation
A new internal SDAC Implementation Workgroup has been formed and meeting weekly to develop the strategic and tactical plans necessary to take the initiative through the RFP process towards a rollout, now scheduled for January, 2011. Committee members have been identified based on specific areas of expertise and assigned follow-up projects based on initial Committee discussions in April.
RCCO RFP
The RCCO RFP is also undergoing late-stage development and a final draft for internal review should be available the first week of June, with a target date for publishing on the State BIDS in summer, 2010. The Department has secured the services of the outside consulting firm IKASO to assist with this final draft and review process. IKASO has worked with a number of state Medicaid agencies in implementing similar programs through the procurement process.
ACC Outreach
Plans are underway to structure a formalized outreach campaign, identifying appropriate messaging content, prioritized audience list, methodology, resources and timeframe for rollout, in sync with ACC/RFP calendars. Further updates and more specific information will be made available in the near future.
Staffing
The Medicaid Reform Unit has added a new member. Jim Iacino will be working with Jerry Smallwood in the capacity of “Project Coordinator”, focusing on ACC program communications, analytics and project/task management.

Regional Map
The Accountable Care Collaborative (ACC) is a client-centered approach to managed care that is focused on delivering efficient and coordinated care that improves the overall health of clients. The ACC makes the people and organizations that actually provide the care accountable for the quality and the cost of that care. Regional Care Coordination Organizations (RCCOs) will provide client and provider support, coordination of care to clients, act as system navigators, and be responsible for health and affordability goals under the ACC. The Department is proposing seven RCCOs and the map below identifies the regions and the number of potential clients within each region.
Care for clients is not restricted to the geographic boundaries for each RCCO.
RCCOs can contract with providers across regions.

The Department continues to work on the Request for Proposals for the Accountable Care Collaborative. The map of the Regional Care Coordination Organizations regions is not yet available but will be soon. It will be shared through this website and mailed to the ACC distribution list as soon as it is available.
The focus of this update is to clarify and expand on a couple of subjects that have been previously addressed in updates.
Passive Enrollment
Passive enrollment is a voluntary enrollment process. The client is given the choice of accepting enrollment into the program and accepting assignment to the primary care physician. Under the ACC, clients will be passively enrolled into the ACC and assigned to a provider based on their existing relationships with their care provider. These fee for service clients will be assigned to the provider that their historical claims records in MMIS indicate they have been going to for care. The client may then choose to elect out of the program and/or elect a different primary care provider
Children’s Medical Home Program (CCHAP)
It was previously communicated that the existing Pay for Performance payment structure for Children’s Medical Home participating providers will not change under the ACC. That is correct, but these providers will receive the ACC per member per month payment for adult clients enrolled in the ACC that they see as part of their practice.
These providers will continue to receive their existing payment for the children they see under the CCHAP program; however, if they also become the medical home for adult patients under the ACC, they will also receive the ACC per member per month payment for those adult clients.
