Centennial Care Choices
In response to the recommendations made by the Colorado Blue Ribbon Commission on Health Care Reform, Senate Bill 08-217 was passed to create a basic health insurance product, to provide an affordable opportunity for Coloradans who are currently uninsured to obtain coverage. The legislation directs the Department of Health Care Policy and Financing, in coordination with the Department of Regulatory Agencies - Division of Insurance, to draft a Request for Information asking commercial health plans to design "value benefit plans" (VBPs) that is similar to the current Colorado State Employees minimum benefit package. The legislation requires that the VBPs be structured to allow sliding scale subsidies from the state for low-income individuals and families. The VBPs are to include wellness programs, guaranteed issue, and modified community rating, use health information technology, encourage "pay-for-performance," and provide web-based educational tools for consumers.
On June 24, 2008, Governor Ritter signed Executive Order A 160 08 , appointing nineteen members to a program panel that will assist the Department and Division of Insurance in reviewing requests for information submitted by the commercial health plans. The Department, in coordination with the Division of Insurance and panel, is to present a final report of the information gather through the Request for Information process to the state's legislative committees no later than March 1, 2009. The legislative committees will then jointly determine whether to recommend that the General Assembly implement the Centennial Care Choices program, including the authorization for the development of VBPs, the creation of a premium subsidy program, and the creation of a funding source. If the funding source is to be created through a new or increased tax or tax rate, it is to be referred to the general election ballot for voter approval.
