2013 Senate Bill 252 was signed into law on June 5th, 2013. SB13-252 increases the portion of Colorado's Renewable Energy Standard and adds new eligible resources. SB13-252 aims to achieve multiple aspects of Colorado's energy priorities including promoting economic development and energy-market advances, encouraging Colorado based clean and innovative energy solutions, increasing energy security and protecting the environment.

Lisa Nolder - Quantum Renewable Energy

Lisa Nodler is the Vice President of Economic Development and Governmental Affairs at Quantum Renewable Energy, and is the former executive director of Prowers County Development, Inc. Ms. Nodler provides the perspective of rural economic development.

Fred Menzer - Climax Molybdenum

Fred Menzer is the Vice President of Colorado Operations, Climax Molybdenum Company. Mr. Menzer represents the perspective of a large electric customer.

Chip Marks - Agfinity, Inc
Chip Marks is Executive Vice President and Director of Agronomy for Agfinity, Inc. based in Eaton, CO.  He has held this position since April of 2011 and is directly responsible for more than 50 employees, four crop production facilities and $30 million in crop nutrient and chemical sales.  His responsibilities include strategy development, budgets, safety, staffing, training, materials procurement and process development resulting in improved utilization of personnel, equipment and facilities.
 

Previously, Marks was a vice president with the U.S. Bank Food and Agribusiness Group in Denver.  From 2005 to 2007, he worked as a vice president for CoBank in Denver where he specialized in agricultural cooperative finance and lending to the cattle, dairy and grain industries.

 

He operates a small livestock and hay production operation with his father in Weld County, Colorado.

 

A 1990 graduate of the United States Air Force Academy, Marks holds a Bachelor of Science degree in Management.  He holds a Master of Science degree in Operations Management from the University of Arkansas in Fayetteville, Arkansas.  He is a 2004 graduate of the Leadership Program of the Rockies and is currently participating in the Colorado Agricultural Leadership Program.

 

From 1990 to 1997, Marks served on active duty as an Air Force officer attaining the rank of Captain where he served in various roles and various military theatres of operation.

 

He currently serves as a member of the legislative committee of the Rocky Mountain Agribusiness Association and previously served as a director of the Wyoming Agribusiness Association and the Colorado Cooperative Council.  From 2003 to 2007, he was an elected member of the Weld County Council and in 2006 served as council president.

He currently resides in Thornton, CO.

 

Marc Arnusch - Arnusch Farms

Marc Arnusch is a third generation farmer and agri-businessman and is the owner/operator of Marc Arnusch Farms, LLC; a 2,400 acre diversified row crop operation.

 

Upon graduating from college with a degree in Ag Economics, Marc and his wife Jill stated their operation, with the assistance of family, in 1995.   They currently grow sugar beets, corn, wheat, alfalfa, sunflowers, onions and pinto beans while operating four other agricultural related businesses offering an assortment of services including seed and agronomy services, dairy feed ingredient procurement, consulting and management of urban and rural interface issues in addition to operating an onion shed responsible for packing and shipping their crop to over thirty-two states and four foreign countries.

 

Marc’s leadership experience includes serving as the Colorado Corn Board President, Past President of the Weld County Farm Bureau, Past President of the Morgan County Farm Bureau, Chairman of the Water Policy Advisory Committee for the Colorado Farm Bureau, Chairman of the Weld County Republican Values and Principles Committee, Weld County Comprehensive Planning Committee Member, Immediate Past President of the Southeast Weld County Young Farmers Chapter, AIMS Community College Agricultural Advisory Board Vice-Chairmen,  Republican Caucus Chairmen of District F of Southern Weld County, Graduate of the Colorado State University Agricultural and Rural Leadership Program (CARL) and serves on the Agricultural Advisory Board for Valley Bank and Trust of Hudson.  Most recently, Marc was elected to serve on the Colorado Farm Bureau Board of Directors and the Colorado Farm Bureau Mutual Insurance Company, representing District 2 of Northeastern Colorado. 

In his spare time, Marc enjoys coaching his son Brett’s youth league basketball team, playing shortstop on his softball team, following the Colorado State University football program and watching sporting events of all kinds.  He is actively involved in many political affiliations within and outside agriculture and eventually hopes to take a leadership within local Government.

Marc recently was named runner-up in the American Farm Bureau Federation discussion meet competition at the 2009 Annual meeting held in San Antonio, TX which pitted nearly 14,000 contestants from across the nation in a agricultural issues forum testing their knowledge on topics from transportation issues, land grant university future viability strategies, misconceptions in agriculture, food safety, global markets and encouraging future generation of youth to stay within the agriculture.

Dan McClendon - Delta Montrose Rural Electric Association

Dan McClendon is currently the General Manager of Delta-Montrose headquartered in Montrose Colorado.

Delta-Montrose serves approximately 32,000 electric meters in Delta and Montrose Counties in Colorado.   DMEA is a pioneer in the promotion of fuel cells, geoexchange heating and cooling systems, including financing, consulting, and installation.  Delta-Montrose installed the nation’s first propane reformed fuel cell for production testing. 

The cooperative has been featured in “Business Week” and has earned the Sustainability Award in the Business Category, from the University of Colorado’s Wirth Chair in Environmental & Community Development. In 2006 DMEA was awarded the EPA Energy Star Outreach Award. In 2007, Dan was appointed by Colorado Governor Ritter to chair SB91 effort to map Colorado’s renewable resources.  DMEA received NRECA’s national Community Service Award promoting energy efficiency.  In 2011, DMEA rolled out a new concept community solar offering that provides affordable ownership at prices as low as $10/month. 

In 2012, DMEA implemented a system wide AMR/AMI system including a full meter data management system used for smartgrid. 

In June 2013, DMEA completed construction of a 7mW  hydro generation station on the Black Canyon/South Canal.

Dan has worked in the electric utility business for 32 years both for an Electric Generation & Transmission Cooperative and for Delta-Montrose, a distribution Cooperative.  Dan is a strong advocate for energy conservation, efficiency and renewable generation that will benefit his distribution members.  He holds a MBA and a Finance degree from Colorado State University and Brigham Young University respectively. 

 

Kent Singer - Colorado Rural Electric Association

Kent Singer is the Executive Director of the Colorado Rural Electric Association (CREA). CREA is the trade association that represents the interests of Colorado’s electric cooperatives in legislative matters in Colorado and Washington, D.C. Prior to becoming CREA’s Executive Director Kent was the association’s counsel, as well as corporate counsel for Tri-State Generation & Transmission Association and general counsel for Holy Cross Energy. Prior to becoming CREA’s Executive Director, Kent practiced law in Denver for 25 years, beginning his career as a staff attorney for the Colorado legislature.

 

Dave Lock - Tri-State Generation & Transmission Association

Dave Lock is Senior Manager, Government Relations, for Tri-State Generation and Transmission Association, located in the Denver suburb of Westminster.  In his capacity, Lock oversees all aspects of government relations and policy analysis as they relate to Tri-State's operations in Colorado, New Mexico, Nebraska, Wyoming and Arizona.  Lock also is responsible for federal government relations.

 

Lock has spent most of his career working for and representing the interests of Colorado consumer-owned utilities.  He served as city administrator of two Colorado municipally owned electric utilities (Lamar and Lyons) an as assistant to the city manager in another (Loveland).  Lock was executive director of the Colorado Association of Municipal Utilities for 12 years and simultaneously ran the government relations department for Platte River Power Authority, based  in Fort Collins.

 

Lock earned two bachelor’s degrees from Hastings College (Communications and Political Science) and a master's degree from the University of Colorado (Public Administration).  His interests include sailing, golf, baseball and CU athletics.  He is married with two grown daughters.

 

Pete Maysmith - Conservation Colorado

Pete Maysmith, Executive Director, began doing organizing work immediately after graduating from Duke University with a degree in public policy in 1991. Over the course of the last 22 years Pete has done on-the-ground organizing, run state and national field campaigns, lobbied at the city, state, and national level, done extensive communications work, directed statewide candidate and ballot campaigns, run statewide non-profits, and served as senior leadership staff of national organizations. Pete brings energy, passion, hard work, and creativity to the non-profit work he does. He moved back to his home state of Colorado in 1996 and lives with his wife and two red-haired daughters in Denver. He completed an evening law degree from the University of Denver in December of 2008, graduating with honors. In whatever spare time he can find he trains for marathons, bikes, reads, and cooks.

 

Bruce Driver - Electric Resource Planning
 

Bruce is a lawyer doing business as Bruce Driver, LLC.   From 1970-1985 he lived and worked in Washington, D.C., including working for both political parties on energy and environmental issues as a committee staffer in the U.S. House of Representatives.   He also served as a lawyer in the Federal Energy Administration and as Deputy Assistant General Counsel, U.S. Department of Energy.   In 1985 he moved to Colorado where he has been Scholar-in-Residence at the Western Governors’ Association, Director of the Land and Water Fund of the Rockies’ (now Western Resource Advocates) Energy Program and then as WRA’s Executive Director.   He presently is a consulting lawyer for WRA, on a part-time basis.   He has a B.A. in History from Yale, an M.B.A. from the School of Business, Columbia University and a J.D. from the School of Law, University of Michigan.

 
Jerry Vaninetti - Renewable Energy Systems Americas Inc

Mr. Vaninetti joined RES Americas in 2010 after 11 years of experience in transmission development in the Western and Midwestern US. RES Americas is a privately-held, Colorado-based company that specializes in the development and construction of renewable energy projects and transmission, including the $500 million 250 MW Cedar Point Wind Farm near Limon, Colorado.


Mr. Vaninetti is responsible for RES Americas' Transmission Development business unit as well transmission support for RES Americas' renewable energy projects, including commercial, technical, strategic, and public policy issues. He represents the company in two transmission advocacy organizations: WIRES and AWEA's Transmission Committee.  He has served on the Boards of the Colorado Independent Energy Association and the Interwest Energy Alliance in a transmission advisory capacity. 


Mr. Vaninetti has 40 years of experience in the electric utility industry as an employee or consultant of utilities, power project developers, and transmission companies.  Prior to joining RES Americas, Mr. Vaninetti was responsible for Western Transmission Development for NextEra, Trans-Elect, AES, and LS Power in varying contract and employment capacities. He was a member of the senior management team and partner in Trans-Elect, the nation's first independent transmission company. In recent years, he served as project manager for the Wyoming-Colorado Intertie and the High Plains Express transmission projects - both of which involved partnerships with utilities.  He has a long background in fuel supply issues prior to becoming involved in transmission and renewable energy in 1999.
