Bid Requests



Pursuant to Title 10, Code of Federal Regulations, and Section 440.14(a) of the Rules and Regulations of the Weatherization Assistance Program (WAP) for Low-Income Persons, the Colorado Energy Office Weatherization Program (CEO Wx) hereby announces that a Public Hearing will be held on Friday, April 25, 2014 from 2:00-4:00PM to receive comments from interested persons regarding the Colorado WAP State Plan to provide weatherization services in Colorado for Program Year 2014-2015 under funding from the annual Congressional appropriation through Grant DE-EE0006142.


The CEO Wx administers this program in Colorado through funding and programmatic oversight from the Department of Energy (DOE) WAP.  The goal of the CEO Wx is to reduce energy costs for income-qualifying Coloradoans with priority service given to the elderly, persons with disabilities, and families with children five (5) and under by improving the energy efficiency of their homes.  Weatherization services include a full home assessment, home insulation, installation of high efficiency appliances, such as furnaces and refrigerators, and distributing client education materials designed to reduce energy consumption, which are provided throughout all sixty four (64) counties in Colorado by eight (8) regional weatherization service agencies.


The CEO Wx is proposing the following, subject to final approval by the DOE prior to implementation:


Grant DE-EE0006142 – through June 30, 2015


  • The Grant’s Annual File has been populated to reflect a new Program Year 2014-2015 application which, subject to approval by DOE, will allow the CEO Wx to award and administer new subgrantee contracts, procured via a competitive and noncompetitive Request for Applications process, with performance periods through June 30, 2015.


  • The Grant’s Annual File has been populated to certify that the CEO Wx’s Policy Advisory Council, the Colorado Commission on Low-Income Energy Assistance, has reviewed and approved proposed activities associated with the DOE WAP.


  • The Grant’s Annual File has been populated, and is subject to approval by DOE, to reflect a revised CEO Wx Statewide service delivery model which includes Region 9, previously served by Veterans Green Jobs, being served by Region 10’s provider, Energy Resource Center.  Via the 2014 competitive Request for Applications process, Energy Resource Center and Veterans Green Jobs both submitted applications to compete for Region 9, which is comprised of Denver and Jefferson counties.  Based on a comparison of final total score averages, Energy Resource Center stands as the tentatively awarded applicant.  However, no final selection of the winning bidder for Region 9 will be made until after the public hearing adjourns and all public comments are taken into consideration by the CEO Wx.         


Comments may be received prior to or during the hearing on the proposed State Plan.  The hearings are intended to provide the general public with the opportunity to give input, offer testimony, and ask questions about the State Plan proposal.
