CPS generates classified employee payroll, sets statewide payroll policies, provides services to State agency payroll offices, and manages tax, benefits, and garnishment payments.
CAOS provides vendor certification, vendor payment services, warrant control and distribution, warrant cancellation and reissuance, and federal information reporting (1099's).
The Contracts Unit sets contracting policies and procedures; drafts model contracts; advises, trains and monitors; and reviews/approves expenditure contracts (high-risk only for delegated agencies).
Includes budget, accounting, financial reporting, compliance, internal controls, and contract execution, management and performance measurement guidance prepared primarily by the FAST and R&A sections.
Contains reports prepared primarily by the R&A and FAST sections including the CAFR, STAR, SWCAP, Qtrly Financial, TABOR, Uncommitted Reserves, Travel, Revenue Summary, Paycheck Count, etc.
The Transparency Online Project (TOP) System provides public access to information on Colorado state government expenditures (where the money is spent) and revenue (source of the money).

The Office of the State Controller (OSC), manages the financial affairs of the State of Colorado. The office promulgates the State Fiscal Rules, performs statewide financial reporting, maintains liaisons with State agency financial personnel, oversees the state end-of-year financial close, manages the State contracting process, manages the State fraud hotline, performs target audit and review activities, maintains central aspects of the State’s financial system, such as Form 1099 reporting and warrants (checks) issuance, manages central payroll functions, and generally establishes policy relating to the State’s financial affairs.
