IEC Goals for 2009-11
Goals for 2009-2011
1. Implement and improve education and training program for public officials and
employees, incorporating:
- more ambitious website
- in-person training within metro Denver area
- on-line and/or DVD training for more distant areas of state
- seek appointment of an ethics officer in each agency so that train-thetrainer
programs can be implemented
- in-person presentations to legislature, as well as individuals seeking
elective office
- written materials and brochures
- expanded contact list for when IEC issues advice
- cooperative presentations with AG's office, creating a program
incorporating ethics, open meetings, CORA, confidentiality,
whistleblowing protections.
2. Streamline process for receiving, reviewing and deciding advisory opinions,
letter rulings, position statements, and complaints.
3. Revise the IEC's Rules of Procedure, when needed.
4. Continue to improve public information about the IEC and Article XXIX
through:
- education and training efforts
- regular articles submitted to Colorado Lawyer, state and local employee
publications, departmental and agency newsletters
- more ambitious website
- working with media to enhance accurate and frequent public information
5. Resolve general outstanding legal and policy questions
6. Work with the legislature on budget issues, with the goal of securing sufficient
monies for operating expenses, educational materials, and adequate staffing to
accomplish the foregoing goals.
