COBRA (Consolidated Omnibus Budget Reconciliation Act)
As of January 1, 2009, the State is using a COBRA third-party administrator (TPA). The TPA is responsible for sending COBRA notices (both initial and election), managing COBRA enrollment, sending information regarding billing, collecting and processing COBRA premiums, sending electronic COBRA enrollment files to the medical and dental insurance companies, and answering enrollment, payment and cancellation questions from COBRA enrollees.
