Statute established the Total Compensation Advisory Council (TCAC) to advise the State Personnel Director on all total compensation issues for employees in the state personnel system and group benefit plans for all state employees. As a result of the Total Compensation Reform Act of 2003, the method for assembling the Council is an appointment process.
