It is the policy of this State that all procurement offices shall make a special effort to solicit and encourage small business, minority-owned and women-owned participation for State contracts and awards especially regarding Discretionary Purchases.

The Colorado Small Business Development Centers (SBDC) provide free one-on-one counseling services in the areas of business research and marketing, new business feasibility analysis, business plan preparation, finance packaging and other small business topics.
Colorado Procurement Technical Assistance Centers (Colorado PTAC) generates employment and improves the general economic condition of the state by assisting Colorado companies including those with preferential consideration in obtaining and performing under local, state and federal government contracts. Provides procurement technical assistance to help in the selling of products or services to the appropriate government agency by offering confidential counseling at no cost.
Women Owned Business Information (Through the Small Business Administration, SBA) The Office of Women’s Business Ownership's mission is to establish and oversee a network of Women’s Business Centers (WBCs) throughout the United States and its territories. Through the management and technical assistance provided by the WBCs, entrepreneurs, especially women who are economically or socially disadvantaged, are offered comprehensive training and counseling on a vast array of topics in many languages to help them start and grow their own businesses.
