Department of Personnel and Administration

 

The Department of Personnel and Administration (DPA) is the cabinet department that serves as the business center for Colorado's $13 billion state government.  We are responsible for the largest workforce in the State -- 60,000 employees -- and for managing state facilities and real estate, as well as providing business services ranging from telecommunications and computing to administrative hearings, financial accounting, State Archives, purchasing, collections, insurance and risk management, and printing.  Our job is to make sure state departments and agencies have all the tools they need to better serve the citizens of Colorado.

 

Division of Finance and Procurement

Manages the centralized procurement system; promulgates the State's procurement rules; facilitates Price Agreements; facilitates appeals for bid protests; and manages central collection services for state agencies.

 

 Office of the State Controller

Prepares the State's financial statements; administers the budget; promulgates fiscal rules, issues checks; develops contract procedures and approvals; and manages the unified accounting system.

 

 Executive Office

Provides the leadership, structure and support that allow DPA's disparate divisions and programs to function, while they provide state government the best services possible.

 

 Division of Central Services

Provides services such as: Buildings, facilities, and grounds maintenance; fleet and motor pool vehicles; commercial art, printing, data entry and imaging; mail services; and travel services.

 

Office of Administrative Courts

Conducts Workers' compensation and public benefits hearings (i.e. food stamps, Medicaid); professional license review hearings; and complaints filed under the Fair Campaign Practices Act.

 

 Division of Human Resources

Provides expertise, leadership, and consultation for management of state human resource units.  The Division includes three sections:  Risk Management; Workforce Planning and Development; and Total Compensation.

 

 State Personnel Board

A constitutionally established board which adjudicates employment disputes and promulgates rules for employees within the State Classified Personnel System.
