The In-State Lodging Directory provides hotel options for official State of Colordo business travel. However, these agreements are considered PERMISSIVE, which allows a State Traveler to stay at other lodging establishments. Current Fiscal Rule concerning Lodging reimbursement are as follows:
.01 Lodging
Employees authorized to travel shall be reimbursed the actual cost of reasonable accommodations.Employees may be required to use approved or designated lodging facilities in certain areas to assist the state agency or institution of higher education in controlling travel cost. Reimbursement shall be limited to the cost of commercial lodging. Receipts for lodging shall be obtained and submitted with the travel expense voucher.

Basic Ordering Agreement for In-State Lodging
The State Travel Management Program has created the Basic Ordering Agreement for In-State Lodging to meet the varied needs of the State of Colorado employee travelers. The BOA is to provide a higher level of customer service with GUARANTEES that STMP, Travel Compliance Designee's, Travel Arrangers and employee travelers can count on. To summarize, the BOA for In-State Lodging requires:
Submission of the Vendor Response Form is considered acceptance to the State of Colorado's offer to participate in the State of Colorado Lodging Program. Please double check your information prior to submission. You will be notified via email of your property's acceptance to the program.

Both in state and national / international hotel listings are permissive--travelers are encouraged but not required to use these hotels. Travelers who attend conventions may need to pay convention rates to receive all convention benefits--even if that rate is higher than our government rate. Hotels on our national / international listing have agreed to commission travel agencies; we encourage such use of travel agents.

FYI - UPDATE: Some states tax any purchase by state government employees. Those states include Arizona, Arkansas, California, Hawaii, Minnesota, Mississippi, Washington, and Washington, D.C. Also, Alabama, New Mexico, Pennsylvania, and Virginia tax lodging, but not tangible personal property purchases. However, Virginia, while exempting purchases of tangible personal property, will still tax meals.
