State of Colorado mandatory price agreements required use if an awarded vendor:
If an awarded vendor is unavailable, due to extenuating circumstances, the traveler shall use a State Travel card, which provides free Collision Damage Waiver insurance, for the rental charges. Please consult your Travel Compliance Designee for guidance to determine if liability insurance should be purchased to the benefit of the State.
Fiscal Rule 5-1, 4.11 Travel Insurance
Travel insurance may be purchased when it benefits the State if approved in writing by the approving authority.

Why it costs more to rent a car: Detroit has long pumped out cars that no one wants, only to fob them off on rental fleets for next to nothing. But as Ford and General Motors downsize, they are closing plants that for years have churned out mostly plain-vanilla rental cars like the Ford Taurus or the Chevrolet Malibu Classic. With fewer of those tired old models left to buy, rental companies will have to start ponying up for better, more desirable cars. That means higher rates for the weary traveler. A lot higher, it turns out. As Ford and GM race to match factory production to retail sales, they are raising the prices and fees. So far this year, the rental agencies have jacked up the average price at the counter for a mid-size car such as the Taurus by more than $7, to $59 a day. (Business Week.com, 10/23)
