Colorado Energy Code Compliance Collaborative

1. General Purpose and Responsibilities of the Collaborative

The Colorado Energy Code Compliance Collaborative (ECCC) was created in 2012 to support Colorado local building code jurisdictions in their efforts to meet the intent of their adopted energy codes. In Colorado, many local jurisdictions have adopted newer energy codes such as the 2009 and/or 2012 International Energy Conservation Code. These local building departments are actively pursuing the integration and enforcement of these codes within their jurisdictions.

The PURPOSE of this Collaborative is to support achievement of the goal of compliance with the 2009 International Energy Conservation Code and ASHRAE 90.1 2010 (or higher) by 2017, per the American Recovery and Reinvestment Act.

 Our MISSION is to facilitate compliance with the adopted building energy codes in Colorado through a collaborative effort of stakeholders to better coordinate actions and policies affecting energy code compliance, and to identify and prioritize steps needed to achieve compliance with building energy codes.

The REASON multiple stakeholders are asked to participate is that “a rising tide lifts all boats.” Progress in any jurisdiction and in any segment of the building industry will have a ripple effect that will benefit others. We will all likely achieve individual jurisdiction and industry goals more effectively and quickly by working together.

 The RESPONSIBILITIES of Collaborative members are:

• to advise the state on a compliance verification plan and process, and
• to develop strategies to increase compliance rates, including education, training and outreach.

 4. 2013 Energy Code Compliance Pilot Study

New tools and resources have been developed that assist building code officials with compliance verification for their jurisdiction’s adopted energy codes. A study will run from January to June, 2013, to assess whether these tools are useful to building code officials in Colorado.  Stay tuned for updates and information concerning the Pilot Study.
