In-Plant Inspection Agency (IPIA) Program

The Colorado Division of Housing has participated in the U.S. Housing and Urban Development (HUD) Manufactured Housing Program since 1976 as a HUD-approved In-Plant Inspection Agency (IPIA). As a HUD IPIA, the Colorado Division of Housing ensures that all HUD manufactured homes built in Colorado are constructed in accordance with the HUD Construction and Safety Standards. Currently there are no active HUD Manufactured Housing manufacturers in Colorado. HUD Manufactured housing that is manufactured outside Colorado for sale in Colorado is inspected and labeled by a third party inspection firm with oversight from HUD.

The Manufactured Home In-Plant Inspection Agency (IPIA) Program is administered through Colorado State Housing Board Resolution 10. The resolution includes the current fee structure for the Manufactured Home In-Plant Inspection Agency (IPIA) Program.
