Our Mission

The Homeless Programs Team will provide leadership on homelessness and housing in partnership with local, state and federal stakeholders to build, promote and support collaborative approaches that will connect housing and services to meet the needs of the most vulnerable citizens in Colorado


Our Vision

All Coloradoans have a place to call home.

 

Goals

  • Create housing and accessible services for homeless veterans by January 2015
  • Create housing and accessible services for homeless families, youth, chronic and other populations by January 2020
 

 

Meet the Team

Annie Bacci (Homeless Programs Manager)
 
Annie Bacci has nearly 10 years of professional experience in which she has focused on creating new housing opportunities for those greatest in need. Before joining the Division of Housing in 2011 in asset management, Ms. Bacci worked for Volunteers of America in Denver where she served as the manager of supportive housing programs for families and youth transitioning from homelessness. Serving as an asset manager for DOH, Ms. Bacci worked with grantees to preserve and expand their affordable housing portfolios and programs. Annie began her role as the Manager of Homeless Programs with the Division of Housing in November, 2012.
 
Autumn Gold (Homeless Programs Specialist - Office of Homeless Youth Services)
 
Autumn holds a double Bachelor of Science from Texas Tech University in Family Studies (psychology and sociology) and Family Financial Planning. She also attended graduate school at the Denver Seminary to become a family counselor. She has worked on the enforcement of child support orders and served as a mediator where she provided mentoring, counseling, and family preservation. She then worked with homeless individual, families and children at the Denver Rescue Mission to develop educational programs, followed by Atlantis Community Inc. developing independent living programs for people with disabilities. In her over 10 years with DOH she has worked in a variety of capacities managing state and federal housing and homeless programs. She has experience linking housing to health care and supportive services, a strong understanding in the continuum of housing, as well as the ability to leverage resources around the state.
 

Chris Roe (Homeless Programs Specialist - Persons with Disabilities)

Chris Roe has been with the Colorado Department of Local Affairs, Division of Housing (DOH) for Fifteen years. He is the Homeless Programs Specialist – Persons with Disabilities. He provides technical assistance on housing issues and program support for Fort Lyon, Colorado Choice Transitions and the Substance Abuse Mental Health Services Administration grant in Colorado Springs. He has administered the Housing Choice Voucher Homeownership, Project Based Voucher, Shelter Plus Care, the Section 8 Mod Rehab Programs, and works with organizations to develop housing resources for persons with special needs.
 
Prior to coming to the Division of Housing Chris worked as a therapist and supervisor for the day treatment program for persons with behavioral health issues at Arapahoe/Douglas Mental Health Network and supervised programs that provide housing counseling and transitional housing at Community Housing Services, Inc. (CHSI).

 

Liesl Begnaud, MSW (Homeless Programs Specialist)

As a part of the Homeless Programs Team, Liesl provides over site and program management for the Shelter Plus Care, HUD funded grant for Metro Denver, Colorado Springs and Balance of State; She is also currently managing the State Housing Voucher Program and assisting in the launch of the C-SCHARP housing program for offenders. The housing programs provide housing subsidies for homeless persons with mental illness and/or substance abuse.  Prior to coming to Division of Housing, Liesl worked with several Denver area non-profit organizations, developing and managing homeless prevention programs.
