The Homelessness Prevention and Rapid Re-Housing Program (HPRP) was created under the American Recovery and Reinvestment Act of 2009 (Recovery Act). The HPRP Program focuses on housing for homeless and at-risk households, providing temporary rental and other financial assistance and housing relocation and stabilization services to individuals and families who are or would be homeless but for this assistance. HPRP assistance provides the minimum amount needed to prevent homelessness or a return to homelessness. HPRP funds do not cover any mortgage assistance or costs. Assistance focuses on housing stabilization, linking program participants to community resources and helping them develop a plan to prevent future housing instability.
