Homeless Prevention and Rapid Re-housing Program (HPRP)

The Homelessness Prevention and Rapid Re-Housing Program (HPRP) was created under the American Recovery and Reinvestment Act of 2009 (Recovery Act). The HPRP Program focuses on housing for homeless and at-risk households, providing temporary rental and other financial assistance and housing relocation and stabilization services to individuals and families who are or would be homeless but for this assistance. HPRP assistance provides the minimum amount needed to prevent homelessness or a return to homelessness. HPRP funds do not cover any mortgage assistance or costs. Assistance focuses on housing stabilization, linking program participants to community resources and helping them develop a plan to prevent future housing instability.

Eligible Grantees

• Units of local government
• Private non-profit organizations

Eligible Activities

• Financial Assistance including short-term and medium-term rental assistance; security and utility deposits; utility payments; moving cost assistance; motel and hotel vouchers.
• Housing relocation and stabilization including case management, outreach and engagement, housing search and placement, legal services, and credit repair
• Data collection through Homeless Management Information Systems (HMIS) or a comparable client-level database and evaluation of the data.
• Administrative costs
