Industry Overview
Factory-built structures have evolved dramatically over the last eighty years from roots in the travel trailer industry of the 1920’s, through defense worker housing in the 1940’s, and the mobile homes of the post-war era. The trend in the industry has been an evolution from travel trailer to custom housing and buildings on permanent foundations.
Factory-built housing and non-residential building today has more in common with its site-built counterparts than the travel trailer. The industry has a robust manufacturing and delivery system that provides custom-built homes and non-residential buildings to meet the needs of a variety of customers. Responsibilities
The Colorado Division of Housing, Housing Technology and Standards (HTS) Section supports, licenses, and regulates the residential and non-residential factory-built industry in Colorado. This includes the registration and certification of manufacturers, dealers, and installation professionals statewide in Colorado. In addition, the HTS Section administers the state’s manufactured housing consumer complaint process, provides support for the adoption, enforcement and compliance with the 2009 International Energy Conservation Code (IECC), and provides technical assistance concerning lead-based paint, mold and asbestos in affordable housing projects.
The Colorado Division is guided by Colorado Revised Statute (CO Revised Statute Title 24-Article 32-Part 33) and a number of program specific resolutions and rules. The specific procedures, resolutions and rules for each of our programs can be found in the Programs section.
Housing Types and Jurisdictional Authority
Mission
Our mission is to strengthen Colorado communities through ensuring the public life, health, safety, and sustainability through code compliant construction. The Housing Technology and Standards Section fulfills this mission through the provision of technical assistance and regulatory oversight of the modular and manufactured structure industry.
Staff
The staff of the Housing Technology and Standards Section has extensive in-field and in-factory design and construction experience to assist the consumer and the industry through technical assistance and inspection services. Staff is available to answer a wide range of inquiries concerning the installation, sale, and construction of factory-built structures. The HTS Section has staff located in Denver and Grand Junction and provides services on a statewide basis.
The Colorado Division of Housing, Housing Technology and Standards (HTA) Section is governed by the Colorado State Housing Board and the Technical Advisory Committee. The Colorado State Housing Board meets on a monthly basis and the Technical Advisory Committee meets as necessary to discuss major code changes and adoption considerations.
