CTF distributions are based on the following formula:

Distribution Factors
Per Capita Share (PCS) Money distributed per person (varies depending on the amount of money being disbursed).

Non-Districted Population (NDP) Population in a non-districted part of a city or county-unincorporated-area (would be zero for districts).
Districted Population,
non-overlapping (DP)
District population that is not overlapping other districts.
Overlapping District Population (OP) District population that is overlapping other districts (doesn't apply to any cities or county-unincorporated-areas).
Overlapping Districted Population Proportion (OProp) 1 divided by the number of overlapping districts (doesn't apply to any cities or county-unincorporated-areas).
Distribution Formula
PCS * (NDP + .5 * (DP + OP * OProp)) Money distributed to area.
