Comprehensive Sentencing Task Force

The Comprehensive Sentencing Task Force was seated by CCJJ September 2010 to conduct a comprehensive and thorough analysis and assessment of sentencing schemes in Colorado from the point of conviction through parole discharge. Sentencing statutes are examined by crime category with the exception of some categories that are addressed by other Commission task forces (for example, juvenile justice). This task force was also seated pursuant to Senate Bill 2009-286 and followed the previously seated Sentencing Task Force that existed from August 2009 to April 2010. Unless otherwise noted, all meetings of the Comprehensive Sentencing Task Force will be held at the 710 Kipling Street, Lakewood, Colorado from 1:30pm-5pm.

To ensure balanced representation on the Comprehensive Sentencing Task Force, the CCJJ Chair and Vice-Chair employed a template to guide the appointment process. Representative agencies and stakeholders were determined first, followed by the appointment of volunteers to the available positions.

The Comprehensive Sentencing Task Force has created the following work groups. The groups may be engaged simultaneously or intermittently in meetings and activities as the need for work on these topics arises. Check the CCJJ Master Meeting Calendar for any scheduled meetings of these working groups.

Classification Working Group
The initial task of this group is to focus on revamping the current classifications for theft and adding categories for F5, F6 and M1 crimes.

Consolidation Working Group
It may be possbile for the Task Force to accomplish this task without a working group. The goals are to reduce the number of ‘Christmas tree’ crimes and roll them into a new theft scheme (that includes F5’s, F6’s and M1’s). This work would be done under the assumption that there will be a new classification scheme.

Habitual/Mandatory Minimum Working Group
These issues will be addressed with extensive outreach to representatives of a variety of constituencies and stakeholders and to experts.

Parole Working Group
This work will focus on the role that parole plays in sentencing. The group will identify issues and develop strategies.

Sex Offense Working Group
This group will study issues regarding sex offenses.  Potential areas of study may include indeterminate and determinate sentencing of sex offenses, lifetime supervision, and the impact of any changes on the availability of sex offender treatment in the Department of Corrections and in the community.

Statewide Diversion Working Group
This group will investigating the possibility of a statewide Diversion program. One issue to be addressed is whether such programs can be partially funded by offenders.
