The State Revolving Fund (SRF) is used to finance the design and construction of Colorado water and wastewater infrastructure.
The Drinking Water SRF funds water treatment plants or improvements to existing facilities, water line extensions to existing unserved properties, addressing or preventing Safe Drinking Water Act exceedances, replace aging infrastructure, system capacity, and land acquisition.
The Wastewater SRF funds treatment facilities, interceptor/collection lines, bio-solid facilities, stormwater improvements, re-use facilities, and non-point source projects.
Application deadlines: March 15, June 15, September 15, and December 15.
The Water Quality Control Division (WQCD), Department of Local Affairs (DOLA), and the Colorado Water Resources and Power Development Authority (Authority) jointly administer the SRF. The WQCD administers the environmental reviews; engineering and design approval; and overall project management. The Authority manages the finances and loan approvals. DOLA staff works with applicants on credit reviews and reports.
