J-1 Visa Waiver Program

International medical graduates (foreign physicians who attend medical school and receive a medical degree in a foreign country) are permitted to come to the United States for residency training on a J-1 Visa. Upon completion of residency training, these physicians are required to return to their home country for two years before applying for a new U.S. Visa. The two year home return requirement may be waived if the physician is willing to practice medicine, full-time for three years, in an underserved area of the United States. The State Conrad 30 J-1 Visa Waiver Program allows state governments to act as an interested governmental agency in recommending a Visa rule waiver, to the U.S. Department of State, for qualified international medical graduates.

The goal of the Colorado program is to place physicians in underserved areas of the state to increase access to primary and specialty medical services. The Colorado program places approximately 10 physicians per year.  Applications for placement of physicians are submitted to the Primary Care Office by the health care facility desiring to employ the J-1 physician. The applicant is expected to demonstrate a need for the physician's field of expertise.

The Primary Care Office, with the support of an expert review committee, will evaluate the application and recommend its approval to the US Department of State. If the Department of State approves the application, it is forwarded to the US Citizenship and Immigration Services for final processing. The complete application and approval process typically takes from three to six months from the date of receipt in the Primary Care Office.

Effective April 14th, 2010 an application review fee will be assessed for all applications submitted to the Primary Care Office.
