The Maternal, Infant, and Early Childhood Home Visiting program (MIECHV) was created by a provision in the Patient Protection and Affordable Care Act of 2010. This program is intended to improve health and developmental outcomes for children through the implementation of evidence-based home visitation programs in at-risk communities. Specifically, MIECHV seeks to: 1) strengthen and improve programs and activities carried out under Title V (including the State Maternal and Child Health Program); 2) improve coordination of services for at-risk communities; and 3) identify and provide comprehensive services to improve outcomes for families that reside in at-risk communities. In September 2010, Colorado conducted a statewide needs assessment. Fifteen counties were identified and were then ranked using a methodology that considered both risks and community strengths. MIECHV funding will support all 15 counties through expansions of evidence based home visiting programs, funding to strengthen local early childhood systems, or both.

New Federal Maternal, Infant, and Early Childhood Home Visiting Program On March 23, 2010, President Obama signed the Patient Protection and Affordable Care Act into law. This law adds a new Section 511 to the Title V of the Social Security Act for Maternal, Infant, and Early Childhood Home Visiting Programs.
Supplemental Information Request (SIR): Statewide Needs Assessment On the evening of August 19, 2010, HHS released the guidance to states for completing the required home visitation program needs assessment in the form of a Supplemental Information Request. As noted, the new deadline is September 20, 2010.
UPDATE: The Colorado Department of Public Health and Environment submitted Colorado's Statewide Needs Assessment for the Maternal, Infant and Early Childhood Home Visitation Program on September 20, 2010.
Supplemental Information Request (SIR): Updated State Plan At noon on February 8, 2011, HHS released the guidance to states for completing the required Updated State Plan. States' updated plans are due 90 to 120 days following release of the guidance, and will be reviewed and approved by HHS on a rolling basis.
At-risk communities and evidence-based models identified for initial funding cycles Colorado communities at highest risk for poor maternal, infant and early childhood outcomes have been selected for funding in Years 1 and 2 of the MIECHV grant.

MIECHV Year 1 (7/15/10 to 9/30/12) Funding On July 15, 2010, the Colorado Department of Public Health and Environment was granted formula funding for the first phase of awards from the Maternal, Infant and Early Childhood Home Visitation Funding.
