If you think someone is dumping or discharging something illegally, contact your local police, local code enforcement or local health department as these agencies can often respond more quickly.  You may also contact the Division's Customer Technical Assistance Line at 303-692-3320 (1-888-569-1831 ext. 3320 toll-free outside the 303/720 area code) between 8 AM and noon, Monday through Friday to report the incident.

Be prepared to provide as many details as possible to assist in the investigation:  who, what, when, where, how much, is it a recurring event, what makes you think it is hazardous and/or illegal, what evidence should the inspector be looking for, etc.

The Division does not have regulatory authority to require cleanup of mold.  You may want to contact your local building code enforcement office to see if there are specific ordinances that may address this problem.
