The regulations require haulers of waste tires and facilities that generate, collect, store, process and / or use waste tires register with the Colorado Department of Public Health and Environment (the Department).

The Waste Tire Program is intended to encourage the disposal, recycling or reuse of illegally dumped tires as well as encourage the recycling or reuse of waste tires. The passage of House Bill 10-1018 created several funding opportunities to assist both private and public organizations in reaching the state’s goal of reducing the state’s waste tire stockpiles.

The Colorado Department of Public Health and Environment is compiling a statewide inventory of illegally dumped or abandoned waste tire piles. This inventory, or abatement list, will be used to prioritize waste tire pile cleanups around the state.
