CMS Medicare/Medicaid Certification Requirements

Facilities subject to Medicare/Medicaid certification must meet requirements established by the Centers for Medicare and Medicaid Services (CMS). CMS delegates the inspection/survey functions to the Colorado Department of Public Health and Environment. Below is a list of CMS resources, including links to federal regulations.

HCPF Medicaid Certification Requirements

Facilities subject to Medicaid certification through the State Department of Health Care Policy and Financing (HCPF) must meet that Department's Volume 8 regulations. HCPF reimburses providers for Medicaid client services, but delegates the inspection/survey functions to the Colorado Department of Public Health and Environment. The following facility types are subject to the HCPF Medicaid certification requirements:

• Assisted Living Residences (see 10 CCR 2504-10, Section 8.495)
• Home and Community Based Services (HCBS)
  • Adult day services (see 10 CCR 2505-3, Section 8.491
  • Children with autism (see 10 CR 2505-3, Section 8.552)
  • Day treatment for persons with brain injury (see 10 CCR 2505-3, Section 8.552)

Purpose of the Program

The medication administration program is established in accordance with 25-1.5-301, C.R.S. et seq. The medication administration course is designed to teach and qualify unlicensed staff to safely administer prescribed medications in settings authorized by law. Individuals who successfully complete the course and testing are known as Qualified Medication Administration Persons. QMAPs are not licensed or certified, and are prohibited from making any assessment or evaluation of a client. There is a $55 fee for the Department of Public Health and Environment’s course, written and hands-on practical exam. QMAPs must re-quality every five years.
 

Authorized Settings

Authorized settings for Department of Public Health and Environment course:

• Assisted living residences
• State certified adult day programs
• Facilities that provide treatment for mentally ill persons
• Residential child care facilities and secured residential treatment centers

Note:The Department of Human Services operates its own medication program(s): 1) Division for Developmental Disabilities, 2) Division for Youth & Family Services, 3) Colorado Department of Youth Corrections

Instructor information: Only approved instructors can teach the class, and must contract with the state on an annual basis. Instructors must be a licensed professional (i.e. LPN, RN, DR, PA.) Healthcare Associated Infections (HAI)

Healthcare-associated infections (HAI) are infections that occur in a patient while the patient is being treated for something else in a healthcare setting. Healthcare settings include hospitals and outaptient surgery centers, long-term care centers, rehabilitation centers, community clinics, and dialysis centers. HAI can be caused by a wide range of bacteria, fungi, and viruses.
