Greening Government Procurement (Environmentally-Friendly Products List)

Environmentally Preferable Purchasing (EPP), or Green Purchasing, means to purchase a product that has a lesser or reduced negative effect or increased positive effect on human health and the environment when compared with competing products that serve the same purpose. Incorporating EPP in the procurement process considers raw materials acquisition, production, fabrication, manufacturing, packaging, distribution, reuse, operation, maintenance, and disposal of the product.

The Colorado Department of Personnel and Administration created the state EPP Policy in compliance with Executive Order D0012 07 to reduce consumption, waste, and possible environmental impacts by considering life cycle when making purchasing decisions.

Colorado Environmentally Preferable Purchasing Policy

CDPHE green purchasing efforts include:

• Purchasing 30% recycled content paper;
• When replacing fleet vehicles each year, 75% of purchased vehicles are hybrid electric;
• Purchasing low-VOC paint;
• Purchasing carpet tiles with low-VOC adhesives;
• Purchasing Energy Star compliant refrigerators for break rooms;
• Requiring the department’s cafeteria contractor to purchase compostable cups, plates, clamshell containers, silverware, napkins and straws made from plant materials as well as using bulk condiments instead of individual packets; and
• Using certified green cleaning products at the department’s Laboratory Services Building.
