About CIIS

CIIS Mission

The mission of CIIS is to establish and maintain a confidential, population-based, fully functional and sustainable immunization information system for the State of Colorado which tracks immunizations for Coloradans of all ages, assists healthcare providers with the appropriate immunization of their patients, helps prevent disease across Colorado, and reduces healthcare costs to individuals and the State.

CIIS is an integral program of the Colorado Immunization Section whose mission is to decrease the incidence of vaccine-preventable disease in Colorado by assuring appropriate and complete immunization of all Coloradans through education, outreach, technical assistance and tracking administration of immunizations.

The vision of the Colorado Immunization Information System is to be a secure and confidential immunization information system that will efficiently and successfully assist healthcare providers in appropriately immunizing Coloradans against vaccine-preventable diseases.

In 1996, the University of Colorado Health Sciences Center (UCHSC) was awarded a five-year grant known as the Colorado Rural Immunization Services Project (CRISP). One mission of the grant was to develop, implement and evaluate an immunization tracking system. In 1997, UCHSC purchased, installed and supported site-specific immunization tracking software. Thirteen sites in four target counties went "live" with these local databases in September 1998. Site-specific databases were combined into one regional database in 1999. Because of the difficulty of maintenance involved in the client/server system, UCHSC developed a web-enabled SQL server which was implemented in July 2001 - the central immunization registry database now known as the Colorado Immunization Information System (CIIS).

The Colorado Department of Public Health and Environment entered into a contract with UCHSC in 2002 which authorized UCHSC to operate the CIIS application under the Colorado Infant Immunization Act as part of a statewide registry. The department's contract provided support for maintenance and development of the CIIS web application. UCHSC operated CIIS until December 2008 - when CIIS made its formal transition into the department.

In January 2002, CDPHE determined that CIIS would become the state’s official immunization information system, and CDPHE granted UCD a contract to continue the operation of CIIS. In April 2007, legislation was passed that transitioned formal authority for the operation of CIIS to CDPHE while also making CIIS a life-long immunization registry. In December 2008, CIIS made the physical and operational transition to CDPHE. In June 2011, CIIS went live with a new commercial off-the-shelf immunization registry product, migrating all existing patient and immunization data from the legacy CIIS database to the new system developed and maintained by Envision Technology Partners, Inc.
