The Certificate of Foreign Birth Heirloom is available for individuals whose foreign adoptions have been granted in Colorado. Heirlooms can be requested by the registrant or any immediate family member. Proof of identification and relationship is required.

Access to sealed adoption records is determined by the date the adoption was finalized.

Adoptive parent of a minor adoptee

Current Adoption Process

  • Children Born in Colorado: The certified Report of Adoption should be received from either the court where the adoption took place or the attorney. The processing time is approximately four weeks from the date received in our office.
  • Children born in the United States (not Colorado) : We forward all adoption documents received in our office to the child's state of birth. Please follow up with the Vital Records office in the state where the child was born.
  • Processing Time, Fees and Requirements: The processing time is approximately 4 weeks from the date the adoption documents are received by our office. Upon completion of the new birth certificate, an application and notification letter explaining fees and ID requirements will be sent to the attorney listed on the Report of Adoption. If no attorney is listed, the correspondence will be sent to the adoptive parents. The processing fee is $20.00 and the cost of a new birth certificate is $17.75
  • Option Available for Adoptions: The option “Issued Pursuant to Adoption” is available to adoptees upon completing an application for a Colorado Birth Certificate. By selecting this option on the application, the statement "Issued Pursuant to Adoption" will print on the face of the birth certificate if there is a record of an adoption on file in our office.

  • Foreign Born: The certified Report of Adoption* and Final Decree of adoption should be received from either the court where the adoption took place or the attorney. The processing time is approximately four weeks from the date received in our office.
    • * Items 8-10 on the Report of Adoption need to reflect information prior to adoption by these parents. Biological information. No blanks please. Unknown, not listed, N/A are all acceptable. This information is used to determine if a birth certificate should be filed in the state of Colorado

Upon completion of the new birth certificate, an application and notification letter explaining fees and ID requirements will be sent to the attorney listed on the Report of Adoption.
