Quick Tips for Getting Started

  1. Review the grids at the bottom of this page as a guide for File Transfer Protocol (FTP) layout.
  2. Create a file in the proper format.
  3. Upload file for validation at https://cdleftp.cdle.state.co.us/
    1. Login for validation site:              RPCOMMON
      Password for validation site:        rpcommon1
  4. A technician at our office will review the file for proper format.
    1. If your file is in the proper format, a technician will contact you with a unique login and password you can use to upload to our system.
    2. If your file has problems, a technician will contact you with the reason your file failed.

IMPORTANT: Please note that while we make every effort to help you successfully upload a file via our FTP Web site, our technicians are not IT professionals. He or she may be able to answer some technical questions but cannot provide help with IT coding, your payroll system, or other areas that may be specific to your business or company processes.

About FTP

FTP wage reporting is suggested for employers with 80 or more employees. If you have fewer than 80 employees, Internet wage reporting is recommended.  Please click on the following link to file on the Internet: https://secure.cdle.state.co.us/wagetax/.

Unemployment Insurance (UI) Operations accepts quarterly worker-wage data from employers via FTP. FTP is the standard method for exchanging files between computers and servers on the Internet. UI Operations uses Tumbleweed SecureTransport (TST) to allow submission of employee wage files via FTP.

All FTP transactions with UI Operations are secure. The FTP service automatically negotiates a 128-bit encrypted secure-sockets-layer (SSL) connection with the user's browser before allowing a login or data transmission. A user-identification (ID) name and password, which are required to access TST, are provided to you by UI Operations after you submit a successful test wage file, as detailed below.

NOTE: Data submitted via FTP must be in Interstate Conference of Employment Security Agencies (ICESA) format. The A-Record Layout and the S-Record Layout must be submitted. Go to the bottom of this page for ICESA formatting instructions.

Submitting a Test Wage File

Before you submit a wage report via FTP, please submit a test wage file at the following FTP test site:

https://cdleftp.cdle.state.co.us/ 

The login information, which is case sensitive, is:

  • Name: RPCOMMON
  • Password: rpcommon1

Use the instruction manual  to guide you through the process.

Please note that, although the test environment uses a common share (area) on the test FTP server, no one else can see your wage data (including you) once it has been uploaded.

The purpose of the test is to ensure the data is properly formatted and to validate receipt of the data in a test region on the UI Program's mainframe. The receipt.txt file that is generated indicates whether the file has uploaded successfully. Once a test wage file is successfully uploaded, UI Operations will send you a Web address, user ID name, and password for your own share (area) on the production FTP server.
