Proposed Changes to the Explosives Regulations (7 CCR 1101-9)
The Division of Oil and Public Safety invites you to attend a public hearing to discuss proposed changes to the Explosives regulations at our office on September 2, 2014.

The Explosives Program is currently working on changes to the Explosive Regulations. We sent out the most recent draft of changes to our stakeholders on March 14, 2014, via email. We will review any feedback we receive by March 28, 2014, and will either schedule a second stakeholder meeting or the formal hearing. If you have not received any of our correspondences regarding the proposed rule change, please contact our office and we will add you to our mailing list immediately. Feedback from our industry stakeholders is critical to our mission, so please feel free to contact us.
Local Background Check No Longer Required for Type I Explosives Permit Application
Local law enforcement agencies are no longer required to provide our office with an opinion as to whether an applicant’s permit should be approved, denied, or held for further discussion because, in accordance with Colorado Revised Statutes 9-7-108, our office conducts an exhaustive criminal history record check of each applicant using the Colorado Department of Labor and Employment’s Investigations and Criminal Enforcement (ICE) unit, the Colorado Bureau of Investigations (CBI) and even the Federal Bureau of Investigations (FBI), if necessary.
ALL Type I permit applicants are now required to complete the new Notification to Police Departments or Sheriff’s Offices of Application for Colorado Explosives Permit form and submit it to their local law enforcement agency during their fingerprinting process. The “notification” form is now the last page in each application. “Section 14” in our previous Type I application has been removed.
