Conveyance Program

The purpose of the Conveyance Program is to ensure the safety of conveyance passengers and persons who maintain and inspect conveyances in commercial buildings throughout ColoradoTo achieve this purpose, the Conveyance Program requires that the installation, alteration, maintenance and inspection of elevators, escalators, dumbwaiters and wheelchair lifts throughout Colorado is completed according to industry codes and standards adopted in statute and regulations. The Conveyance Program regulates these activities on conveyances like the train system (automated people mover [APM]) located at Denver International Airport.

The Conveyance Program also requires that all conveyance contractors, mechanics, and inspectors obtain a license through our office to ensure that any work completed on a regulated conveyance is completed by persons who possess the qualifications that are required in statute and regulations.

The process of regulating conveyances begins with the conveyance owner's or agent's registration of the conveyance with our office. The conveyance owner is then required to arrange for an annual inspection of each conveyance. In addition, the installation of new conveyances or alteration of existing conveyances may only be completed by first obtaining a permit from our office.

The Conveyance Program has approved some local jurisdictions to function as the Approved Authority Having Jurisdiction (AHJ), whereas this Approved AHJ regulates the inspection and permitting of conveyances in their territory according to the minimum standards set by the Conveyance Regulations. Conveyance owners or agents in these jurisdictions are required to register their conveyances with the Division of Oil and Public Safety.
