Directors of County Departments are hired by and accountable to their County Commissioners. New directors, particularly in smaller, rural departments, find that they have to learn complex programs without any immediate local support. In order to help new directors and county commissioners better understand the scope and detail of the Department's programs, Field Administration has created an Orientation Manual. In addition, the Division has created management guides for critical areas of departmental function. These guides are not meant to supplant program practice manuals. They are focused on administration. The guides include articles written by veteran directors and other experts in the state-county system.
