FY14 Direct Services Application

DVP announced the opportunity for domestic violence crisis centers in Colorado to apply for funding.  The primary purpose of this funding is to sustain the availability of domestic violence services for victims and their families throughout Colorado. Interested applicants should read the RFA and the application prior to completing the application.


Although DVP has consistently issued an application for funding of community-based domestic violence programs and contracted for services since 1984, past applicants should note that DVP continues to make significant changes to both the application and the process by which awards are recommended and determined. DVP made these changes with careful consideration of the needs of victims of domestic violence and potential applicants. All applicants should thoughtfully and deliberately review the instructions and the application in its entirety prior to deciding to apply for funds. In addition to the instructions, DVP offered technical assistance to all potential applicants to support their successful application.


Issuance of this announcement and application in no way constitutes a commitment by the State of Colorado to award any contract for funding. The State reserves the right to reject any or all applications, to waive informalities and minor irregularities in applications received, to accept any portion of an application, or to cancel this announcement if it is in the best interest of the State to do so.


Failure to provide all information requested within timelines specified or to follow the application instructions and format shall disqualify the application.


Available Funding

DVP relies on several sources of funding to provide contracts for programs providing direct services to domestic violence victims and their children, training and technical assistance projects, and costs related to administering the contracts. In total, DVP’s estimated revenue for the period October 1, 2013 – September 30, 2014 is $3,100,000.00. Of this amount, $2,569,040.00 will be available for contracts for programs providing direct services to domestic violence victims and their children. This is approximately $300,000 less than what was awarded in contracts for programs providing direct services to domestic violence victims and their children during the period October 1, 2012 – September 30, 2013.  The numbers above reflect estimates available in February 2013 and actual amounts available could decrease or increase at anytime. DVP is not obligated to award all of the funding available.


Multi-Year Funding

All potential applicants should note that all awards made under this funding announcement would be granted for two (2) consecutive one-year periods. Successful applicants will not have to reapply for funding in 2014. All application materials including goals and objectives and budget information should be submitted for a one-year period. Contracts will be executed annually for funded programs that successfully meet all DVP requirements. DVP anticipates the next announcement for funding will occur in February 2015. The amount of funding is unknown at this time.



DVP will consider applications from nonprofit organizations as well as government agencies. All applicants must have the following to be considered eligible for DVP funding:

1.      A domestic violence mission/vision statement.

2.      Delivery of 24-hour domestic violence crisis services or coordination of services with DVP-eligible/funded organization serving the same geographic region.

3.      Ability to afford confidential and privileged communications with domestic violence victims in accordance with DVP rules and Colorado Revised Statute Section: 13-90-107.

4.      Ability to comply with DVP rules.

5.      A non-proselytization policy.


Nonprofit applicants must be able to successfully demonstrate the following to be considered eligible for DVP funding:

1.      A functioning Board of Directors.

2.      Appropriate legal standing to operate as a nonprofit organization including 501 (c) 3 status and by-laws approved by a Board of Directors.

3.      Ability to procure general liability insurance for $1,000,000.00.
